Strengthening the Research Budget Planning System

The Research and Innovation in Science and Technology Project (RISET-Pro) program is a collaboration between the Government of Indonesia, in this case the Ministry of Research, Technology and Higher Education, with the World Bank which aims to increase Indonesia’s competitiveness in science-based economic development in accordance with Joko Widodo-Jusuf Kalla’s Nawacita and the direction of development in the 2015-2019 National Medium Term Development Plan. The increase in question is aimed at forming an environment that is conducive to science and technology R&D activities and strengthening the performance of science and technology incentives and human resources.

In this program, we will start by analyzing research lessons using PMK 106/2016 concerning Standard Output Costs (SBK) in various regions in Indonesia. In addition, we will conduct policy mapping related to planning and budgeting. As a continuation of 2017, we will also design norms and action plans for the establishment of the Indonesian Research Funding Institution Forum. The drafting of similar norms and action plans was also carried out in the framework of the proposal to form a support team for the management of incentive research funds, SBK and TRL. As one of the instruments for assessing the level of technology, we will also encourage the preparation and testing of the TRL module, as well as the dissemination of the TRL calculation method and advocacy so that it can be adopted for use in various regions in Indonesia.
