After the passing of the law on science and technology (UU Sisnas Iptek), Indonesia’s research and innovation(R&I) ecosystem is at a critical juncture where there will be significant restructuring and reframing of the role of R&I in national development. This includes the need to map various existing R&I-related plans in different ministries to then develop a national R&I plan which could serve as an umbrella reference across ministries and non-government organisations. Additionally, UU Sisnas Iptek also provides an avenue for key reforms to better incentivize R&I activities and improve research performance. Within this changing landscape, KSI needs to position the program’s catalytic role to influence the most strategic elements of the R&I ecosystem together with actors in the ecosystem.

This support is intended to cover a more general scope based on emerging policy issues and debates. It will translate among others into a draft research and innovation ecosystem plan which is developed collaboratively with key KSI government and nongovernment partners including Bappenas, Ministry of Research and Technology/ National R&I Agency (Badan Riset dan Inovasi Nasional – BRIN), Ministry of Bureaucratic Reform, Ministry of Finance, Public Administration Institute (LAN), and LIPI as well as the Indonesian Academy of Sciences, Policy Research Institutes, and The Conversation. In consultation with stakeholders the plan will be appropriately institutionalised to ensure effective implementation, resourcing, monitoring, and oversight. If and when required, this support takes the form of provision of position papers, strategic notes, communication pieces and speaking engagements related to the concepts in the plan and its relevance to Indonesia’s economic growth and transition to a knowledge economy.
